Kurdi & Co. Supports MoNE in Developing a Decree-Law on Commerce for 2026 in Palestine

Kurdi & Co., in collaboration with Hadi Mashal & Associates, is working alongside the Ministry of National Economy (MoNE) in the development of a new Commerce Law (draft Decree-Law on Commerce for 2026 in Palestine) as part of the Trade Facilitation and Customs Support Programme (Tasdeer), funded by the UK Foreign, Commonwealth and Development Office (FCDO) and implemented by Cowater International.

The development of the draft legislation forms part of MoNE’s broader efforts to modernize Palestine’s economic legislative framework and establish a contemporary legal framework that responds to the needs of the Palestinian economy, reflects developments and modern practices in commerce, and contributes to strengthening the business and investment environment.

As part of this work, Kurdi & Mashal are working closely with MoNE, the Tasdeer team, and a broad range of relevant stakeholders, including representatives from the private sector and public institutions. The work draws on legal and comparative analysis, as well as relevant international standards and practices. The review process includes examining the proposed provisions from legal and technical perspectives, ensuring their consistency with applicable legislation and related economic legislative initiatives, and promoting greater coherence across Palestine’s economic legal framework.

The draft Decree-Law on Commerce for 2026 in Palestine forms part of a broader legal reform initiative supported through Tasdeer, alongside work on the Industrial Property Law and Commercial Agents Law. The initiative aims to strengthen clarity and stability in the legal framework governing commercial activity, and support the development of the private sector and the national economy.
